Preamble:
“A Track for Gloucestershire” is an appeal initiated by Gloucestershire Amateur Athletics Association. Its purpose and objective is to raise money towards the funding, development and equipping of a competition standard, eight lane athletics track as part of a larger sports development project at Plock Court, Gloucester. The word ‘track’ is used as a form of shorthand to encompass all athletics disciplines of running, throwing and jumping.

Appeal Committee:
The committee shall comprise no fewer than five individuals one of whom should be a serving officer of the Gloucestershire AAA management committee. The remaining members should be approved by the committee of Gloucestershire AAA. The Appeal Committee will act as a sub-committee of Gloucestershire AAA and minutes of meetings will be kept and submitted to the full committee for approval.

The remaining members should be approved by the committee of Gloucestershire AAA. The Appeal Committee will act as a sub-committee of Gloucestershire AAA and minutes of meetings will be kept and submitted to the full committee for approval.
Appeal Target Groups:
Requests for financial support for this appeal will be made to Athletic Clubs in Gloucestershire and vicinity, local and national sporting charities, the National Lottery, associated charities and to local, or locally significant, industrial and commercial businesses.

Financial Management:
A separate account entitled ‘A Track for Gloucestershire’ will be established with a commercial bank.
All five members of the appeals committee will be signatories to this account. A minimum of three signatures will be required to execute account business. As well as this main account a petty cash account will be created with a maximum of £200 held in hand at any one time. This account will cover incidental expenses such as printing, postage, stationery and the like.
Auditing will be the responsibility of the present auditing body of Gloucestershire AAA.
Monies received will be banked at the earliest opportunity.
In the event that any conditional grant is made the committee will be responsible for ensuring that the condition or conditions are fully met. In the event of any difficulty arising, which prevents the conditions being met, the donor will be consulted and if necessary the grant will be returned.
The target sum for this appeal is £250,000. At the appropriate time this or any lesser sum raised will be transferred to the principal body responsible for the completion of the Plock Court development (expected to be Gloucester City Council) contingent on the track being completed and commissioned for use in full. At this time the appeals account will be closed and the appeals committee disbanded.
In the event that money is raised and the track not completed, major donors will be asked if they would agree to their grant being used for the development of athletics more widely within the County or offered the option of a full refund.
In the event that a sum greater than £250,000 is raised the difference between that and the amount raised will be held in trust and used at the discretion or Gloucestershire AAA for the replacement and maintenance of athletic equipment and for the development of athletics facilities throughout the County or alternatively used to alleviate any fund raising shortfall experienced by other partner bodies endeavoring to raise funding for the provision of the eight lane track..
